About the TUSA Team

TUSA Consulting Services was founded in 1992 on the principles of hardened, reliable mission-critical communications. In October 2020, ownership transitioned to Dean Hart, who has continued to uphold and strengthen those founding values, supporting public safety agencies with technology-independent consulting focused on reliability and performance.

Dean’s background includes mission-critical communications work in the U.S. Army, leadership with the Kansas City Police Department’s Communications Support Unit, and key roles with major radio manufacturers supporting large statewide systems such as Florida’s SLERS , Virginia’s STARS and Missouri’s MOSWIN. Dean also worked with Mid America Regional Council (MARC) to conceptualize and deliver MARRS, a major regional radio system connecting seven counties across two states, Kansas and Missouri to be recognized nationally as a public safety communications success story.

Today, Dean continues to lead the TUSA Team as the Director of Consulting with a continued commitment to “Raising the Bar in Critical Communications and ensuring Public Safety Must Be Able to Communicate”, serving public safety customers nationwide.

 A New Chapter: TUSA Joins ACG Systems

Effective January 30, 2026, together, Tusa and ACG share a commitment to professionalism and mission-critical communications in support of public safety agencies nationwide. For current and future Tusa customers, the most important message is continuity. Our team remains in place, our consulting approach is unchanged, and Dean Hart will continue to lead the team.

Tusa will continue to operate under the core standard that has defined our work since the beginning: independent, vendor-agnostic consulting that helps agencies make informed decisions based on operational requirements, not vendor preference. We will continue to support mission-critical communications programs across the full lifecycle, including needs assessments, RFP development, procurement assistance, evaluation support, contract negotiations, and implementation oversight.

Looking Ahead

Joining ACG Systems adds organizational and engineering support behind Tusa’s work while preserving the independent consulting model our customers rely on. The result is added capacity to support current engagements and future projects without changing how Tusa approaches the work.
